If you want those too, the commands you need (to be run in the same way) are "swap_non_generic_missions = yes" and "swap_free_idea_group = yes" This won't give you russian/ruthenian ideas or missions. If this doesn't give you the government form or gives you it & removes it, you will need to change your tag to russia or ruthenia, which you can do (as long as the country in question doesn't exist) by following the above steps, but using the command "change_tag = RUS" or "change_tag = UKR" instead. Then, in game, open up the console, and type run tsardom.txt In that file, paste "set_legacy_government = tsardom_legacy" without the quotation marks If you're not familiar with the run command, what you need to do is create a file in your main eu4 directory called tsardom.txt (don't worry, this directory isn't checked for the purposes of checksum calculations, and this file won't do anything unless you specifically tell the game to run it via the console) However, I'm not sure if you will also lose it without dharma. The fact that it is a unique government type means that, with dharma, you will immediately lose it because you don't meet the requirements for it. Well in that case, the script you need is "set_legacy_government = tsardom_legacy" however, I am not certain it will work.
